Celestine Okanya is the Chairman, Pan Africa Quality Infrastructure, PAQI and the Director General and Chief Executive of Nigeria National Accreditation System, NiNAS. Celestine Okanya is the immediate-past President of the Regional Accreditation System (RAS) for ECOWAS region.  Previous Position held includes his role as National Consultant with United Nations Industrial Development Organisation, UNIDO in Nigeria National Quality Infrastructure Programme.

Celestine is a trainer in multiple CASCO standards and hosts both institutional and open trainings on CASCO Standards such as ISO/IEC 17020, 17021, 17024, and 17025. He is a current member of ILAC membership Appeal Board.

Celestine is QI Expert and an International Expert in Public Policy and Nonprofit Organization Management.  He played role in development of Nigeria National Quality Policy and Africa Quality Policy. He started his career as Clinical Pharmacist before diversifying into policy development, management and quality infrastructure.

He has over 30 years diverse professional experience ranging from Quality Infrastructure, Research, Pharmaceutical Sciences, corporate management, Academic Planning, and management of Nonprofit Organizations. Other interesting roles included the position of Director of Academic Planning at Peaceland University, Enugu-Nigeria.   Celestine serves on the board of many organisations; He is an alumnus of University of Jos, Nigeria, and Hamline University, St.Paul Minnesota, USA.

Celestine sits on the board of many non governmental organizations and government council membership in Nigeria. He is the founder and board member of a few corporate organizations. He is blessed with 6 children and a lovely wife.
